    - Considering the International Covenant on Civil and Political Rights, which states that: “All peoples have the right of self-determination. By virtue of that right they freely determine their political status and freely pursue their economic, social and cultural development. All peoples may, for their own ends, freely dispose of their natural wealth and resources without prejudice to any obligations arising out of international economic co-operation, based upon the principle of mutual benefit, and international law. In no case may a people be deprived of its own means of subsistence”;
    - Taking into account the previously adopted resolution of the Szekler National Council about the equality of the peoples of Europe, which among other things, states that: “Respect for the European Union’s core values, and protection and long term preservation of it’s cultural diversity can only be accomplished if the equality of the people of Europe is universally recognized, regardless if a community, identifying itself as people or nation, has founded it’s own country, or lives on the territory of another, as an indigenous community”;
    - Taking into account that the Treaty on European Union declares in it's second article, that: “The Union is founded on the values of respect for human dignity, freedom, democracy, equality, the rule of law and respect for human rights, including the rights of persons belonging to minorities. These values are common to the Member States in a society in which pluralism, non-discrimination, tolerance, justice, solidarity and equality between women and men prevail”;
    - Considering the recommendation of the European Free Alliance (EFA), regarding the structural reformation of the European Union, in particular the new concept, the internal enlargement of the  European Union;

The Szekler National Council declairs:

    It accepts and supports the concept of internal enlargement, which concerns democratic changes within the European Union, during which, the principle of subsidiarity and the people's right to self determination is fully realized, including the formation of new independent states.
    This process must also cover the rethinking of the relationships between the member states and the regions they consist of, the expansion of regional level competences, the recognition of communities aspiring to achieve self determination, the expansion of the competences of autonomous regions, and the European level protection of regions with national, linguistic and cultural characteristics.
    It is necessary the Europe-wide cooperation of regions interested in the above processes, the launching of cross-border movements, that can make the internal enlargement of the European Union successful.
